N2  - Presentation - Colombia is a social, law ruled and democratic State. In its Constitution, as an ultimate aim, but also as a measure and limit on, the action of state and society, is the charter of rights and duties. It includes the classic freedoms of democratic freedom in the form of citizen powers that can be enforced against the possible arbitrariness of the State apparatus. Likewise, as institutional goals and values, which entail rights and duties for the State and citizens, they are found, along with political rights and duties; responding to the demands of public morality in the modern world, the so-called economic, social and cultural rights. The Colombian State has, in this sense, a comprehensive commitment to the protection and fulfillment of fundamental rights. The State's commitment to comprehensive protection of human rights is not exhausted internally. As a State recognized in the concert of nations, this commitment is also with the international community. We are party to the multilateral human rights treaties and pacts that, in development of the universal declaration of 1949 and as a collective response of humanity to the barbarity of the Second World War, laid the moral and legal-political bases for the globalized order of the Second World War. middle of this century.
