Abstract: The Second World Congress Against the Death Penalty, organized by ECPM and Penal Reform International, was held three years after the first one in Strasbourg. International coordination was created and World Day Against the Death Penalty on October 10 each year was started, as a result of this Congress. Montreal 2004 was held at a key momento, strategic for an international abolitionist movement still in its infancy. This Canadian and Quebecois meeting strengthened the World Congress as the regular meeting of abolitionists world wide. (...)
